In 1994, the European Union introduced the Packaging and Packaging Waste Directive. The purpose of this Directive is to ensure companies in member states make a financial contribution towards the recycling of any packaging they handle.

In 1997, after a period of industry consultation, the UK government created the Producer Responsibility Obligations (Packaging Waste) Regulations to meet the objectives of this Directive.

The Packaging Waste Regulations work on the principle of Producer Responsibility - encouraging producers to take responsibility for their environmental impact. The regulations require any UK company or group of companies with a turnover of £2m or more and handling over 50 tonnes of packaging a year, to pay a proportion of the cost of recovering and recycling packaging.
